Response to Cornwall Council: The parish council has no objections to the amended proposal.  However I have been asked to point out that the additional information on the website is unclear and did not appear to contain all the information required to enable councillors to reach this decision.  The WHS office when commenting on the initial plans asked to be re-consulted, but it does not appear that this has been done.

Response to Cornwall Council: The parish council strongly objects to the lifting of Condition 3.  Permission was only granted last year and the council feels that as the annexe was considered "inappropriate for occupation independent of the main dwelling ...." at that time, it remains inappropriate.  The council is not aware of any recent change in planning policy that would reverse this view.

Response to Cornwall Council: The Parish Council has no objections to the proposal provided the WHS Planning Officer and the Conservation Officer are content.

PA20/02255 and 56 (LBC) - Rashleigh Arms
: Retrospective Proposed External Works to Grade II Listed Building Link to Cornwall Council's planning register 

Response to Cornwall Council: The Parish Council objects to these retrospective planning applications for the following reasons:
1. The smooth, regular granite slabs and the plasticised decking are completely out of character and inappropriate for this setting.
2. The proposed metal veranda supports are too ornate and again inappropriate and out of character for the setting.  the plan indicates that these metal structures are to replace the 10 timber uprights to the pergola so if the plan is agreed there will be too many of them.  In the opinion of the parish council a better fit would be to install a small number of street lights, similar to the ones at the lower end of Charlestown Road, with similar lanterns already a part of the lighting fixed to the front of the Rashleigh.
3. The historic cobbles are part of and at the same level as the former ore floor and they are way below the level of the garden.  The parish council does not believe that the construction of a decking area was necessary in order to preserve them - a simple layer of sand would have sufficed.
4. The cobbles could be considered to be a heritage asset with archaelogical interest - these applications do not preserve those elements of the setting that make a positive contribution to the asset (NPPF para 200).
5. The application does not sustain or enhance the significance of the heritage asset or make a positive contribution to the local character and distinctiveness of the asset (NPPF para 192).  The original application PA18/10468 did satisfy the requirements of paras 185 - 202 of the NPPF and should remain as the only acceptable proposal.

The parish council has always tried to to support the views of the Conservation Officer but in this instance disagrees with her advice.  Furthermore the parish council would like to remind the Planning Authority that St Austell Brewery continues to be in breach of planning regulations.

PA20/02452178  -  17B Ridgewood Close: Proposed new entrance formed to property off Porthpean Beach Road Link to Cornwall Council's Planning Portal

Response to Cornwall Council: The parish council strongly objects to the proposal on safety grounds due to the proposed entrance's close proximity to the junction with Porthpean Road.  Visibility when exiting the proposed entrance will be limited and this is a very busy junction during the summer months, with cars often entering Porthpean Beach Road at speed.  Whilst the council appreciates that there are other drives exiting onto Porthpean Beach Road, these are further down the road and have a satisfactory line of visibility.

If the Planning Officer is minded to approve the application, she is asked to speak to the Parish Clerk in the first instance.
