The council has delegated authority to the Clerk, in consultation with the Chairman and Vice Chairman to take any actions necessary, with associated expenditure,to protect the interests of the community and ensure council business continuity during the period of pandemic Coronavirus, informed by consultation with members of the council. Under the Openness of Local Government Bodies Regulations 2014, a record will be kept of any decisions made under delegated powers.
Planning applications will temporarily be dealt with in the following manner.
- Cornwall Council notifies the parish council of a planning application in the usual manner
- The Clerk will put a link to Cornwall Council's planning portal on the website giving members of the public 5 working days to submit their comments to her
- At the same time the Clerk will circulate the link to councillors
- At the end of the 5 days for public comment, the Clerk will forward a summary of comments received to councillors. Under GDPR individual comments will not be forwarded without the express permission of the sender
- Councillors will then submit their comments to the Clerk who will summarise and suggest an appropriate wording to submit to Cornwall Council
- The suggested wording will be circulated for agreement by councillors. Councillors will have 2 days in which to respond
- The clerk will submit the comments to Cornwall Council with the following statement "Due to the restrictions placed on the council as a result of the pandemic Coronavirus, this response represents the opinion of members of St Austell Bay Parish Council identified through a consultation process and will be ratified at the next appropriate meeting of the council."
- The comments will be posted on the parish council's website
